Prop 119: Add support for stSTARS

This is a signaling proposal to add support for stSTARS

Should this proposal pass, the Umee core team will assess stSTARS risk profile to recommend the appropriate risk parameters, and a separate Token Registry Proposal will be submitted.

Vote YES if you are in favor of stSTARS being listed on Umee. Vote NO if you are against stSTARS being listed on Umee.
