Prop 117: Add support for STRD

This is a signaling proposal to add support for STRD

Should this proposal pass, the Umee core team will assess STRDs risk profile to recommend the appropriate risk parameters, and a separate Token Registry Proposal will be submitted.

Vote YES if you are in favor of STRD being listed on Umee. Vote NO if you are against STRD being listed on Umee.
