Prop 41: Periodic price adjustment for hourly node bandwidth pricing - 2

The numbers of this proposal is based on the coingecko charts which shows a 4.4% loss in 30 days on the sentinel token. Coingecko sentinel charts. In the previous proposal there was a small error with the Secret token price setting. When you adjust your node prices don't adjust the Secret token until the proposal has passed. The secret token starts with 31FEE
