Prop 5: V2.2 Software Upgrade

Proposal to upgrade the blockchain to 'v2.2.0'.
This upgrade includes the changes discussed to move community-pool funds to a vesting account as mentioned here: https://discord.com/channels/932715756423086090/936620266392526849/1161729169537900635. In order to bring the vesting schedule in accordance with tokenomics, we propose the following :
- Transfer Community Pool funds (i.e, 150,000,000 PASG) to a new multisig wallet controlled by team
- The multisig wallet will be restricted so it can ONLY transfer funds to the Community Pool.
- This multisig wallet will be NOT be able to complete any other types of transactions (AKA no staking, trading NFTs, voting, etc.)
- Once vesting begins, the team will transfer funds back to the Community Pool in accordance with the schedule
This will not change anything on chain for the community or validators—it simply ensures vesting remains in line with the whitepaper. The upgrade also includes airdrop list for Town-1 and Town-2 users.
