Prop 52: Parameter change for fee pool rate to increase the reward of validators by Validation Settlements

It has been a year after the Proposal #2 has been up by Delight team, and I believe that we have enough Community Pool by the current distribution.
I suggest the reward distribution to increase the validator rewards by modifying the fee pool rate of Validation Settlement as below.
