Prop 88: [SIPS-083] Co-Incentives Proposal for Turbo swETH

This proposal is intended to authorize a one-time transfer of 125,000 SOMM from the community pool to the CellarStaking contract, which is used to incentivize Turbo swETH cellar depositors on Ethereum Mainnet. This proposal will also approve a swETH vesting position in the Turbo swETH cellar to allow for swETH co-incentives.
