Prop 63: Update Harbor Governance Contract

This proposal is to upload updated Governance Contract for Harbor Protocol with the below mentioned changes in comparision to the prior version.
a) Proposal Deposit Fix
b) New query to show Governance params (like Threshold and Quorum)
The new updated code will then be migrated to the existing Harbor Governance contract : comdex17p9rzwnnfxcjp32un9ug7yhhzgtkhvl9jfksztgw5uh69wac2pgs4jg6dx
