Prop 31: Reduce unbonding time to 14 days

We propose to decrease the unbonding time to 14 days instead of 28. A telegram poll showed the users massively in favour of decreasing the unbonding period.

Vote YES if you think that the unbonding period should be decreased. Vote NO if you think that the unbonding period should NOT be decreased. Vote ABSTAIN if you don't have a strong opinion on the subject. Vote NO WITH VETO if you think this proposal is harming the network and the depositors should be slashed for submitting it.
