Prop 198: Injective Mainnet Upgrade

This is a software upgrade proposal for the Injective Mainnet. If passed, this proposal would commit the Injective Chain to halt at block height 24204000 (approximately 14:00 UTC on January 18th 2023) and resume with the v1.9.0 version of the Injective Chain application binary.

This upgrade proposal adds several new capabilities, features, and improvements:
- Improve EIP712 transaction parser to enable Ethereum based wallets to sign more complex message formats
- Improve GRPC error handling in order for dApps to show the exact error message
- Upgrade InterChain Accounts (ICA) to v4.2.0 and wasmd to v0.30.0
- Add additional events in the bank module for better balance indexing capabilities
- Set minimum protocol fee in the exchange module to be 0.00001
