Prop 212: Set Unbonding Time in CCV Consumer to 14 Days

In the v13 upgrade, the unbonding time in the CCV Consumer module was unexpectedly migrated. As a result, no new light clients can be created.

This sets the unbonding time in the CCV Consumer module to match the value from the staking module.
