Prop 101: Governance Proposal to Enable a missing feature (reviewed)

Due to short voting time, proposal 93 has been resubmitted.

If successful, this proposal will enable the recovery module, which allows to users to unfreeze tokens from their cosmos-bech32 compatible address on Canto Network. My name is Fabian, I'm a cosmos dev, but I made a noob mistake by freezing thousands of tokens. Help me out, please! I will share a portion with the community pool. This feature has already been enabled in other EVM chains (e.g. Evmos) and is operating seamlessly.
