Prop 102: Add USTC Metadata to Gravity Bridge

This proposal connects Terra Classic's USTC token to the Gravity Bridge. /n If accepted, it would establish metadata for the IBC denom ibc/50896BE248180B0341B4A679CF49249ECF70032AF1307BFAF0233D35F0D25665. This metadata would then be usable to deploy an ERC20 representation on Ethereum for the USTC token. Voters should verify that the ibc hash is on channel-101, that this channel matches the forwarding proposal submitted at the same time, and that the denom trace is for the correct token.
