Prop 51: [re]Increase minimum deposit to protect XPLA network from SPAM

First and foremost, we would like to express our gratitude for the Proposal #13 suggestion provided by xpla.staking-explorer.com.

Due to the recent parameter modifications, we are proposing a modification that follows Proposal #13.

We recommend altering the minimum deposit required to submit a governance proposal for the XPLA network.
Upon approval of this proposal, the minimum amount required will be revised from 10 XPLA to 300 XPLA.
This adjustment aims to mitigate the risk of spam proposals and governance abuse.
