Prop 30: Sentinel Hub Software Upgrade - 5

This is a Software Upgrade proposal to upgrade the Sentinel Hub software from version v0.10.x to v0.11.x, incorporating the following notable improvements:

- Upgrade Cosmos SDK to v0.45.16.
- Upgrade Cosmos IBC to v4.4.2.
- Upgrade CosmWasm to v0.31.0.
- Replace Tendermint Core with CometBFT v0.34.27.
- Introduce time-based node subscriptions.
- Implement hourly payouts for nodes.
- Share the plan-based subscription bandwidth with others.
- Enhance blockchain queries.
- Include other minor fixes and improvements.

If this proposal is approved, the Blockchain will stop producing blocks at height 12,310,005, which is expected to occur on August 18, 2023, at 01:00 PM UTC. All validators are required to coordinate within the Sentinel Validators' group and restart their validator nodes with the specified version at the specified block height.
