Prop 243: Update USDC/USDT Fees

This proposal will adjust the fee rates for the USDC/USDT spot market to -0.01% and 0.1% for maker and taker rates respectively to enable the new fee discount program. Currently, the new fee discount schedules cannot be implemented due to the protocol fees from USDC/USDT falling short of the minimum required fees with discounts applied.
