Prop 241: Adjust Trade & Earn reward points

This proposal, if passed, will adjust the Trade & Earn reward points for the epoch that ended on July 26, 2023.
The reward points for the address inj1mqykgk8glnfevlu7xl0equkaq77djzm2n0g3zp will be adjusted to zero. The community has presented evidence that this address has unfairly eked out Trade & Earn rewards through malicious behavior.
