Prop 13: Increase minimum deposit to protect XPLA network from SPAM

We propose a change of the minimum deposit required in order to submit a governance proposal on XPLA network. If this proposal will be passed, the minimum required amount would change from 10 to 300 XPLA. Doing so we will decrease the risk of SPAM proposals and governance abuse.
