Prop 18: Upgrade quicksilver to v1.2.15
This proposal aims to upgrade Quicksilver to v1.2.15 of quicksilverd.
This release contains:
- Fix to handle MsgBeginRedelegate acknowledgements in a scernario where the redelegatio record is garbage collected.
- A check to ensure the rebalance msgs are unique and get rid of any duplicacy
