Prop 4739: Deploy LUNA to the stLUNA liquidity pool

This proposal aims to deploy 2.5M LUNA to the stLUNA liquidity pool on Astroport. This LUNA would be stewarded by a multisig of trusted Terra community members, and would not be spent in any way. At any time, Terra governance could pass a signaling proposal to order the LUNA returned.

stLUNA is a key LUNA liquid staking token, with integrations on Cavern and Demex. stLUNA is also stakable on the Alliance chain Carbon, and contingent on this proposal passing will be supported as collateral on Shade, to back the SILK stablecoin. Crucially, stLUNA is a strongly decentralized LUNA LST. As a Cosmos chain with Tendermint consensus, the Stride codebase can only be altered through an open, transparent, decentralized governance process.

Previously, Terra governance deployed 2.5M LUNA to ampLUNA liquidity pools and 2.5M to bLUNA liquidity pools. By extending the same treatment to stLUNA, governance would level the playing field, and increase the diversity and resilience of the Terra DeFi ecosystem.
