Prop 93: Governance Proposal to Enable missing feature

If successful, this proposal will enable the recovery module, which allows to users to unfreeze tokens from their cosmos-bech32 compatible address on Canto Network. I'm a cosmos dev, but I made a noob mistake by freezing thousands of tokens 😟 Help me out, please! I will share a portion with the community pool. This feature has already been enabled in other EVM chains (e.g. Evmos) and is operating seamlessly.
