Prop 70: [SIPS-060][KPI Incentives] Real Yield ETH KPI Proposal

This proposal is for Real Yield ETH KPI incentives. The proposal will transfer 850,000 SOMM (the maximum amount of KPI incentives for RYETH) from the Community pool to the KPI Council multisig at address 0xdda5b441e486E89D290Bc1bD09ca762ca6ac9E39.
