Prop 167: Migrate Governance Contract for Harbor Protocol

This proposal intends to migrate updated Governance Contract for Harbor Protocol with the below mentioned changes in comparision to the prior version.
a) Enabled text proposal
b) Allow multiple execution messages in a single proposal
c) Refund proposal deposit witheld due to prior code issue
