Prop 166: Migrate Locking Contract for Harbor Protocol

This proposal intends to migrate updated Locking Contract for Harbor Protocol with the below mentioned changes in comparision to the prior version.
a) Allow split voting in emssion
b) New Queries additions for the emissions

- By voting, NOWITHVETO expresses that you strongly disagree and would like to see depositors penalised by revocation of their proposal deposit and contribute towards an automatic 1/3 veto threshold.
