Prop 165: Update Locking Contract in Harbor Protocol

This proposal intends to upload updated Locking Contract for Harbor Protocol with the below mentioned changes in comparision to the prior version.
a) Allow split voting in emssion
b) New Queries additions for the emissions
The new updated code will then be migrated to the existing Harbor Locking contract : comdex1nc5tatafv6eyq7llkr2gv50ff9e22mnf70qgjlv737ktmt4eswrqdfklyz
