Prop 58: Set Lend asset in Harbor Airdrop Contract

This proposal is to set Lend Asset ID as 3 (CMST) for Harbor Protocol Airdrop Configuration .
Eligible Users will be able to claim airdrop for Lending CMST in Commodo activity
