Prop 541: Enable Superfluid Staking on stOSMO/OSMO

This proposal aims to enable superfluid staking for the stOSMO/OSMO pool (#833).

In recent months, Osmosis governance has voted to display Stride liquid staked tokens (LSTs) on the Osmosis frontend UI, and to provide 5% of daily OSMO incentives to LST pools. In light of these governance decisions, it makes sense to now enable superfluid staking for the stOSMO pool.

The stOSMO pool is the sixth largest pool on Osmosis, and the only OSMO pool in the top ten without superfluid staking already enabled. At the current superfluid discount rate of 25%, enabling superfluid on the stOSMO pool would make roughly 1,650,000 OSMO eligible for staking, significantly increasing the potential economic security of the Osmosis blockchain.
