Prop 57: Update Quorum in Harbor Protocol Governance

This proposal is to update Quorum of Harbor Protocol Governance from 33% to 10% .
This will imply that a minimum of 10% of the total veHarbor voting power needs to be casted in order to Pass the proposal given that other criterias are satisfied

Vote:
- By voting YES, you agree to update the Quorum as described in this proposal.
- By voting NO, you signal that Quorum should not be updated described in the proposal.
- By voting ABSTAIN, you formally decline to vote either for or against the proposal.
- By voting, NOWITHVETO expresses that you strongly disagree and would like to see depositors penalised by revocation of their proposal deposit and contribute towards an automatic 1/3 veto threshold.
