Prop 412: Increase USK Mint Limit for LUNA Collateral, and lower interest Rate

This proposal will enable an additional 150k USK to be minted using LUNA as collateral, alongside reducing the interest rate back to 1%, as the market conditions have changed dramatically since the last update
