Reduce Inflation Rate

This proposal is the first step towards implementing the XKI v2 tokenomics voted by the community in proposal #9. This parameter-change proposal aims at reducing the inflation from 12% to 9% starting June 1st (Phase 1).

By voting YES to this proposal the KiChain community agrees on reducing the inflation to 9%
