Prop 228: Injective Exchange dApp Update: Settle 1000PEPE/USDT Perp

This proposal, if passed, will settle the 1000PEPE perp market. Another proposal to launch a 1MPEPE perp market to replace the settled 1000PEPE perp market will follow shortly. The 1MPEPE market aims to provide a better trading experience by scaling the prices of the 1000PEPE market. The settlement price for open positions on the 1000PEPE market will be set as the mark price at the time the governance proposal is submitted.
