Prop 13: Upgrade quicksilver to v1.2.10
This proposal aims to upgrade Quicksilver to v1.2.10 of quicksilverd.
This release contains:
- Logic to periodically flush delegations that are unfinalised as a result of closed ICA channels
- An upgrade handler to close the stargaze-1.delegate channel, so it can be reopened in order to force update delegation records
