Prop 226: Injective Exchange dApp Update: Launch 1000PEPE/USDT Perp

This proposal, if passed, will launch the 1000PEPE/USDT perpetual market which can be traded by the Injective Exchange dApp Ecosystem. The Trade & Earn maker and taker boost will both be 1x. Note that the minimum quantity tick size is 1000 to ensure an optimal trading experience.
