Prop 55: Increase per-block gas and bytes limits

Due to the increase in message frequency and complexity from more cellar updates, validator orchestration, and some large gas usage in gravity, increase the per-block max gas limit from 20,000,000 to 60,000,000 and the max bytes from 2,000,000 to 10,000,000.
