Prop 54: [SIPS-046] Real Yield USD Cellar Incentives 5

This proposal is intended to authorize a one-time transfer of 150,000 SOMM from the community pool to the CellarStaking contract, which is used to incentivize Real Yield USD cellar depositors on Ethereum Mainnet.
