Prop 244: Replacing Polkachu validator node in Liquid Staking Validator

This proposal is to replace the validator node of Polkachu with a new node. Polkachu's current validator node has a maximum commission rate of 10%, which cannot reach the recommended level of 20% commission rate. The new validator node has set the commission rate to 20%.
