Prop 8: Request 4M NOIS from the community pool for the randdrop event

Summary

Dear NOIS Community, We present a proposal to request 4M tokens, the equivalent of 2% of the total supply to the OSMO stakers on Osmosis If you would like to check the randdrop smart contract that has been deployed on osmosis you can review it here https://github.com/noislabs/nois-dapp-examples/tree/main/contracts/randdrop. If the proposal passes the address that will manage these randdrop funds would be a multisig with a threshold of 3 and constituted of 5 members:
